It had been demolished sometime in the past

I think the pier has already been demolished before Orwell arrived.

Well, I’ll be driving past Wigan Pier on my way to work shortly. Today it’s an area by the canal where the wharves and warehouses used to be. The pier was a Music Hall joke by the comedian George Formby senior – the original was simply a “tippler”, a device used to tip coal from carts on to barges. And, yes, it was probably gone by the time Orwell visited our town. But there’s a replica there today!
